Dans une perspective d’introspection, Atikamekw Nehirowisiw se tourne vers les fondements culturels et de son rapport sacré au Nitaskinan (son territoire ancestral) pour redéfinir son mode de gouvernance axé sur la résurgence et de l’exercice de tiperimitisowin (l’autodétermination). L’importance des atisokana (récits) comme fondements pour rappeler les valeurs et les principes de gouvernance et de la gestion territoriale. La science politique autochtone comme champ analytique qui examine les effets structurels et historiques du colonialisme et les modes de gouvernance autochtone. Par cette approche, elle contribue à reconstituer les fondements philosophiques, politiques et spirituels qui soutiennent l’autodétermination et les pratiques de gouvernance ancrées dans les savoirs, les valeurs et les traditions juridiques atikamekw nehirowisiw.
Un service d'interprétation simultanée sera assuré.

Biographie
Miaskom Sipi, qui signifie «à la rencontre de deux rivières», est originaire de la communauté Atikamekw Nehirowisiw de Manawan. Titulaire d’un baccalauréat en Science politique de l’Université Laval, il est présentement Chef au sein de sa communauté (Conseil des Atikamekw de Manawan) et candidat à la maîtrise en Gouvernance autochtone à l’École d’études autochtones à l’UQAT (Université du Québec en Abitibi- Témiscamingue) dont son projet de recherche se concentre particulièrement sur la philosophie-politique, la gouvernance et sur l’autodétermination au sein de la Nation Atikamekw Nehirowisiw. Antérieurement, il a été porte-parole pour le Réseau Jeunesse des Premières Nations du Québec-Labrador (RJPNQL). Il est aussi un activiste à la défense des droits des peuples autochtones et de leurs territoires ancestraux. Il a d’ailleurs à l’Association des Femmes Autochtones du Québec comme analyse juridique et politique. Sipi Flamand s’est également impliqué dans le Réseau International de Création Audiovisuelle Autochtone depuis 2015 (RICCA) en tant que chercheur-cinéaste communautaire. Il est également l’auteur du livre «Nikanik e itapian : un avenir autochtone ‘décolonisé’» de la maison d’édition Hannennorak.

From an introspective perspective, the Atikamekw Nehirowisiw turn to their cultural foundations and their sacred relationship with Nitaskinan (their ancestral territory) to redefine their governance model, focused on the resurgence and exercise of tiperimitisowin (self-determination). The importance of atisokana (stories) as foundations for recalling the values and principles of governance and territorial management. Indigenous political science as an analytical field that examines the structural and historical effects of colonialism and Indigenous governance models. Through this approach, it helps to reconstitute the philosophical, political, and spiritual foundations that support self-determination and governance practices rooted in Atikamekw Nehirowisiw knowledge, values, and legal traditions.

Biography
Miaskom Sipi, which means "where two rivers meet," is from the Atikamekw Nehirowisiw community of Manawan. Holder of a bachelor's degree in Political Science from Université Laval, he is currently Chief of his community (Conseil des Atikamekw de Manawan) and a master's candidate in Indigenous Governance at the École d'études autochtones at UQAT (Université du Québec en Abitibi-Témiscamingue), where his research project focuses particularly on political philosophy, governance, and self-determination within the Atikamekw Nehirowisiw Nation. Previously, he was a spokesperson for the Réseau Jeunesse des Premières Nations du Québec-Labrador. He is also an activist defending the rights of Indigenous peoples and their ancestral territories. He also worked at the Association des Femmes Autochtones du Québec as a legal and political analyst. Sipi Flamand has also been involved with the Réseau International de Création Audiovisuelle Autochtone since 2015 as a community researcher-filmmaker. He is also the author of the book «Nikanik e itapian : un avenir autochtone ‘décolonisé’» published by Hannennorak.
